Starship finally made a closed orbit and dropped 26 Starlink V3s on Flight 14, then came home early after an engine-out. Tesla opened its first high-volume Semi plant in Sparks and quietly doubled the Cybercab fleet in Austin while NHTSA’s sworn Cybercab answers come due today. Musk, on camera with China Media Group, put Cybercab in Texas now, Florida and Nevada next, and California mid-2027 — and said Grok is still behind Anthropic’s Opus 5.5.
Starship Flight 14 reaches orbit and deploys 26 Starlink V3 satellites

SpaceX’s fourteenth full-stack test, and the first orbital attempt, lifted off from Starbase Pad 2 at 8:48 a.m. Eastern on 28 September. Super Heavy B21 and Ship 41 (V3) reached a roughly 262–275 km, 30.5° orbit after a single-engine insertion burn about 25 minutes after launch. One of Super Heavy’s 33 Raptors failed on the way up; one of the ship’s six Raptors shut down after staging. Controllers paused, then committed to orbit. The ship released all 26 Starlink V3 satellites of Group 31-1 over about 30 minutes; SpaceX said every satellite made contact. Each V3 is rated at about 1 Tbps of capacity — SpaceX called the stack comparable to many Falcon 9 Starlink missions in bandwidth. The planned six-orbit, ~10-hour flight was cut to about three hours “out of an abundance of caution.” Ship 41 deorbited to a splashdown north of Hawaii, then tipped and burned. The FAA said events stayed inside the licensed envelope and did not open a new mishap investigation. NASA Administrator Jared Isaacman publicly congratulated the team.
Why it matters: Orbit plus a revenue payload is the line between “prototype that almost gets there” and a vehicle that can start eating Starlink launch demand and, later, HLS rehearsal work. The engine-outs and the early deorbit keep catch-and-reflight on the critical path. Musk had already said, in the CMG interview, that he wants a ship catch around the end of October.

Tesla opens the Sparks Semi factory and starts high-volume handovers

On the evening of 24 September Tesla held a Semi rollout at a 1.8-million-square-foot plant next to Gigafactory Nevada in Sparks, calling it the first factory built only for the Class 8 truck. Nameplate is 50,000 units a year (~1,000 a week at full rate); the company did not publish the current weekly rate. Series-line trucks were handed to fleets including PepsiCo, US Foods, DHL, WattEV, ABF, Einride, IMC and OK Produce. Tesla cites 325 miles (standard) and up to 500 miles (long range) at 82,000 lb GCW, powder-coated bodies, and in-house stampings, batteries, drive axles, HV distribution, cooling and seats. A 2,500-truck ZET SCALE order was announced around the same week. Limited PepsiCo deliveries had begun in late 2022; the first volume-line truck left the plant in April. Europe remains slated for 2027. FSD for the Semi is still described as later this year or early 2027.
Why it matters: Semi is the first Tesla product that lives or dies on depot energy, Megacharging, and fleet utilization rather than consumer showrooms. A dedicated plant next to the Nevada battery complex is how Tesla tries to pull truck cost down without waiting on suppliers. It also ties energy (Megapack / Megacharger) to a second vehicle line besides cars and Cybercab.

Austin Cybercab fleet doubles past 100 as NHTSA answers come due

Robotaxi app riders in Austin were told the Cybercab fleet had doubled, from about 58 units the prior Monday to roughly 125 by Friday. The two-seat, no-wheel, no-pedal, no-mirror vehicle remains Austin-only for paid service. Separately, NHTSA’s 10 September Special Order under Audit Query AQ26002 required Tesla to answer 21 questions under oath by 30 September on how it self-certified Cybercab to FMVSS written for human controls — especially FMVSS 135’s foot-brake rule — without a Part 555 exemption. The order covers an estimated 1,000 vehicles. It does not by itself ground the fleet. In the CMG interview released 25 September, Musk said Cybercab is already commercial in Texas, with Florida and Nevada next and California “probably by middle of next year.”
Why it matters: Doubling the purpose-built fleet is the first operational scale signal after the Austin commercial start. The NHTSA clock is the constraint that can still freeze expansion: if Tesla’s self-certification does not hold, Cybercab stays a Texas experiment instead of a multi-state product.

Musk on CMG: Grok is a workhorse behind Opus 5.5; catch Starship next month

In a 25-minute sit-down at Tesla’s engineering HQ, Musk called Grok 4.7 “a solid workhorse of a model” and said it is not yet as good as Anthropic’s newly released Opus 5.5. He framed the gap as three years of xAI versus six at Anthropic and said he expects to catch the frontier “sometime next year,” betting SpaceX and Tesla real-world data will do for physical engineering what Anthropic did for software. He repeated a monthly-or-so model cadence. On hardware he said he wants Starship to catch the ship around the end of next month and refly it soon after. On Optimus he restated a path to a billion humanoid robots in about a decade. Neuralink stayed on the “human bandwidth” list, not a new trial number.
Why it matters: This is the first on-camera concession that Grok is behind a named frontier model after Grok 4.7 shipped on 21 September. It also locks a near-term Starship reuse date to the Flight 14 result. The Cybercab city list is the cleanest public expansion map Tesla has given this month.

Sheikh Hamdan bin Mohammed met Boring Company president Steve Davis in Dubai to review the Dubai Loop pilot (tunnel-boring-machine assembly and segment casting underway; construction still aimed at late 2026). In Nashville, The Boring Company withdrew a 15 September appeal over two downtown Music City Loop street-crossing permits the night before Tennessee’s new subterranean authority was due to hear it. The underlying Metro permit dispute remains unresolved. The $3 billion UAE-led Series D at a $23 billion valuation closed earlier in September and is outside the six-day cut except as context for why Dubai and Nashville are moving at all.
Why it matters: Boring only matters here when dirt moves or a permit changes. Dubai is the first non-U.S. Loop with a head-of-government check-in this week; Nashville shows the legal friction that still sits in front of a second U.S. city.
