Starship’s Flight 14 page is now public: first planned Earth orbit, 26 production Starlink V3s, NET 22 September. In the same window NHTSA escalated Cybercab from an audit query to a sworn Special Order, Boring closed a $3 billion UAE-led round at $23 billion and said Vegas Loop stations will double by year-end, and Korean Air and Asiana switched on free cabin Starlink. Grok 4.7 still has not shipped; Musk named a larger 4.8 run on a new C++ stack instead.

Starship Flight 14 locked as first orbit attempt with 26 live Starlink V3s

SpaceX published the Flight 14 page and said the stack is preparing to launch as early as Tuesday, 22 September, pending regulatory approval, from Pad 2 at Starbase. Window opens 7:15 a.m. CT for 75 minutes. Unlike Flights 1–13, which stayed on intentionally suborbital paths, this profile targets about 275 km altitude, roughly six orbits over a nearly 10-hour flight, and a Pacific splashdown west of Chile. Ship objectives: first orbital insertion burn, deploy 26 Starlink V3 satellites into the constellation, a single-Raptor in-space deorbit burn, then controlled reentry. Each V3 is specified at 1 Tbps of added capacity — 26 Tbps on this flight, about 10× a Falcon 9 V2-mini Starlink load. After deploy, the satellites are supposed to unfold, check in over RF and laser, raise orbit, and start serving customers within weeks if checkouts hold. Super Heavy is tasked with ascent, hot staging, boostback, landing burn, and an offshore Gulf landing, with filter and relight changes after Flight 13’s engine issues. Two heat-shield tiles recovered from the prior ship are reused. No tower catch is planned on this flight. CFO Bret Johnsen told Goldman Sachs on 10 September that Flight 14 is meant to be a revenue flight, not another demo drop. Limits: FAA/FCC still gate the window; Ship still has to prove a reliable deorbit burn before controllers will accept orbit; booster catch and ship catch remain later flights.

Why it matters: This is the first time Starship is asked to do the two jobs the rest of the stack is waiting on — stay in orbit, and put working Starlink capacity on station. V3 is too large for Falcon 9 to haul in useful numbers; if the dispenser and satellites work, Starlink’s capacity curve and Starship’s commercial case move together. Orbital insertion plus a working deorbit burn is also the gate for later HLS, Starfall, and any orbital-compute hardware.

Caveat: NET 22 Sep is a target, not a countdown. Flight 13 already deployed V3s that were meant to burn up; do not treat that suborbital drop as the same event.

NHTSA orders Tesla to defend Cybercab certification under oath

On 10 September NHTSA issued a Special Order — not another information request — requiring Tesla to answer 21 questions under oath by 30 September on how it self-certified Cybercab against Federal Motor Vehicle Safety Standards. The two-seat robotaxi has no steering wheel, pedals, or mirrors. Tesla began paid Austin rides on 3 September and told the agency the vehicles meet all applicable FMVSS; NHTSA opened Audit Query AQ26002 the same day covering an estimated 1,000 Cybercabs, then escalated. Request 19 goes at FMVSS 135: service brakes “shall be activated by means of a foot control.” Other cited rules assume a human driver (controls and telltales, shift display, self-canceling turn signals, mirrors, stability-control lamps). Tesla did not take a Part 555 exemption, the path Amazon’s Zoox used. Failure to answer fully and truthfully carries civil penalties reported up to $139 million and, for a false sworn response, potential criminal exposure for the signing officer. The order is not a recall or a stop-sale. Texas still lists only about 45 Cybercabs authorized statewide beside a much larger Model Y robotaxi fleet; China display tours this month are design shows, not a China robotaxi launch.

Why it matters: Unsupervised robotaxi is Tesla’s near-term physical-AI product. If NHTSA decides some FMVSS cannot be waived by self-certification, Cybercab volume, interstate expansion, and any owner-operated fleet pitch slow until an exemption or a rewritten standard lands. The parallel is Zoox: same missing-controls problem, different regulatory path.

Boring Company raises $3 billion at $23 billion; Vegas stations slated to double

The Boring Company closed a $3 billion Series D led by the UAE and affiliated entities, valuing the firm at $23 billion — roughly 4× the 2022 mark. Other names on the cap table include Sequoia, a16z, Temasek, Valor, Vy Capital, Human Capital, Shamal Holding, and Baron. Proceeds are earmarked for more than 150 km of UAE tunnels on top of the already-awarded Dubai Loop pilot, hiring in engineering/production/operations, Prufrock R&D, and Loop work in Las Vegas, Nashville, and Dubai. Four days later the company said Vegas Loop’s operating station count will double by year-end and posted urgent driver and ops-manager listings. Public tallies put the live network at 14 stations with an end-2026 operating target around 28; Clark County has separately entitled 123 stations. New south-Strip stops (Virgin Hotels, Paradise/Tropicana) are being framed against the November Formula 1 weekend; an airport link is still not dated. Vehicles in the tunnels are still human-driven Teslas, with FSD only demonstrated on selected segments.

Why it matters: This is the first time Boring has both a Gulf-scale construction book and a near-term operating-network claim in the one city where it already moves people. Cash and a $23 billion mark do not dig rock; the test through year-end is whether station count and ride volume actually double, and whether Nashville hard-rock and Dubai leave the permit stage.

Korean Air and Asiana switch on free Starlink cabin Wi-Fi

On 15 September Korean Air and Asiana began free Starlink Wi-Fi on a first batch of widebodies: Korean Air on three A350-900s and one 777-300ER; Asiana on nine A350-900s and one A330-300. That is the first East Asia full-service-carrier cabin product on the constellation. Access is free in every cabin class after airplane-mode plus boarding-pass name and seat; Korean Air still blocks voice/video calls and live social streaming. Fleetwide coverage is aimed at end-2027 around the Korean Air–Asiana combination. Aircraft can still swap on the day, so availability is only certain after boarding. This is a connectivity product, not a new satellite launch.

Why it matters: Airline cabins are one of the few places Starlink can show consumer speed at scale against legacy geo satcom. A free, all-cabin SK flagship route set is a demand and reliability proof point as V3 capacity is supposed to arrive on Starship.

Grok 4.7 slips; Musk names a 2.5T Grok 4.8 on a new C++ stack

Grok 4.7, described by Musk as a ~2.1 trillion-parameter follow-on to August’s 4.6, missed its 12 September window. On 11 September he said it needed “a few more days” of reinforcement learning after length penalties made the model quit hard tasks early. On 13–14 September he named Grok 4.8 instead: a 2.5T model trained on “our new C++ software stack,” finishing pre-training this week then entering RL. He graded 4.8 as “a noticeable improvement” over a 4.7 he still places at Opus-class, with 4.9 “probably Astra/Fable class.” xAI’s public model directory and API notes still list 4.6 as the latest released flagship. Separately, Grok Build (the coding harness) posted a 1.0.33 reliability drop that Musk amplified. No model card, price, or eval suite has been published for 4.7 or 4.8.

Why it matters: After SpaceX absorbed xAI, model cadence is how the combined company shows the Colossus bet is converting into product. A C++ stack built with Starlink/Starship systems people is the concrete cross-company wiring; a missed 4.7 is the concrete limit. Until a model ID appears at docs.x.ai, the roadmap is still a set of X posts.

Musk leaves Tesla–SpaceX combination as an open question

Asked at All-In why Tesla and SpaceX are still two companies, Musk said “great question,” then: who could imagine what action one might take given “so much close collaboration in so many areas.” SpaceX President Gwynne Shotwell has separately said the businesses are integrating “faster than I thought” but are “not fully integrated yet.” The companies already share energy and autonomy hardware, a planned Terafab chip plant at Giga Texas, Tesla’s mark-to-market SpaceX stake, and the Roadster’s promised SpaceX cold-gas package. No term sheet, board action, or exchange ratio was offered. An EU-scale deal would almost certainly need Brussels clearance.

Why it matters: After the xAI absorption and the June SpaceX IPO, a Tesla combination would be the last large legal box around the stack — autonomy, energy, launch, compute, and the social/AI surface under one public parent. Until filings exist, it is a control and related-party question, not an operating change.

Space Cargo books the first named Starfall slot on a 2028 Starship

Luxembourg integrator Space Cargo (also reported as Space Cargo Unlimited) told Reuters it has contracted SpaceX’s Starfall return service for a 2028 flight it described as Starship’s first commercial mission. Starfall is a disk-shaped aluminum payload housing behind a ~3-metre heat shield, aimed at short microgravity manufacturing and research trips with recovery on Earth. Space Cargo would fly its BentoBox inside the capsule with up to about one tonne of mixed customer payloads, heavily life-sciences and biotech. SpaceX flew a Starfall demonstration on Falcon 9 in June. Redwire’s SpaceMD has also been reported against a 2028 Starfall mission. Nothing about this changes next month’s Flight 14 manifest.

Why it matters: It puts a date and a customer on Starship as a cargo-return truck, not only a Starlink hauler. That is how HLS, point-to-point, and orbital industry get sequenced after V3 deployments work.
